That's mostly true.  The same is true of the various firewall software
options for FreeBSD, NetBSD, and OpenBSD, as well.  It is more your
configuration of the firewall in each case than which you choose that
determines how secure your firewall is.  Each has its own specific
capabilities that differ from the others, which means that in certain
edge cases one might be better than another, but for most purposes the
major difference between them is which you prefer to use based on how the
configuration interface works.
