I agree. It's like egress firewall filtering, don't block all the ports
you don't want people to access, you only allow what is required for
outbound and drop everything else. You'll find this easier to manage.

It's a mistake to enumerate badness.

Try putting together a whitelist of approved software instead, and
disallow all other 
software.
