Instead of maintaining a list of prohibited software, it might be better to maintain a list of authorized software. Instruct users what they're allowed to have on their machines, and you won't have anyone using the excuse "well it's not on the prohibited software list" for a file sharing or other undesireable program. Figure out what applications you want your company using, then inform the users that any other software must be approved by management, and an exception documented.
