You might check if your ISP upstream could do content filtering for you.

There are a number of good tools out there that you can utilize without
breaking your pocketbook, and without having to do administration on
each computer.

If you are adventurous, and have some spare equipment around... setting
up a proxy using Squid and Dansguardian could work out very well for you.

This proxy could be transparent to prevent tampering on the client side
by said children... the proxy would be enforced at all times.

This solution would require extra hardware, but if your userbase is
rather small (5-10 users/children), a spare machine could work very easily.

There are plugins for the IPCop firewall that allow for easy
configuration of these options (squid/dansguardian). This will probably
be the path of least resistance. Check out:

There are a number of hardware solutions, but they usually fall in the
business/enterprise range.
