I'm going to go out on a limb here and assume you are talking about an
AUP, though you don't say what the goal of the policy is.  While there
are many policy clearinghouses, if you're looking for example AUPs,
hit up Google an have a looksie at university policies as their
networks are typically on the forefront of abusive user practices.

If you are looking for something besides an AUP, restate your question
such that you spell out what you are trying to have said policy
define.
