VMS is worth looking at as an operating system which has security designed in from the start rather than patched on. 
The VMS Internals and Data Structures book is out of date but describes the design in great detail so you can see the 
care that was taken. It also includes several patented design ideas in security.

and VMS is a great way to have a web server that just works without having to constantly check for this weeks patches, 
the current anti-virus software etc etc.
