  Perhaps you could elaborate a little.  I do not recognize 
this sentence as describing a function of any of the switches
(mostly Cisco and Alcatel) that I've ever worked with, but
maybe I'm just having trouble understanding what you're trying 
to say.  Could you, for instance, give the Cisco command(s)
which do what you're trying to describe?

If you have a decent network switch in your environment
you can disable all it's port to allow promiscuous mode
across the network.
