Finding a 64K icmp packet is easy.  Finding a windows machine that will
still crash may be a bit more difficult.  

man ping

       -s packetsize
              Specifies the number of data bytes to be sent.  The  default
is
              56,  which translates into 64 ICMP data bytes when combined
with
              the 8 bytes of ICMP header data.

-s will not go so that the whole packet over 65K
