Umm, no.

"anytime a "new" MAC addy enters the network....that includes sniffing"
Cards in RFmon don't enter the network, so that's out.

I think perhaps you misread the question.  The question is about
RFmon.  Your AP can't detect RFmon, it can only detect traditional
sniffing methods (like arp spoofing and mac flooding) that happen
after a connection is made.
