On our internal network we successfully implement POP3 over SSL/TLS and VLAN
between sites but to our 6.000 external clients who use default setting on
email application which is POP3, enforcing SSL/TLS is not that easy.

Why has it not been a bigger problem that POP3 passwords are unencrypted
when sent over the public Internet? Seems like they would be pretty easy
for
a miscreant to steal.
