For one of the deployments I was involved with at my company, instead of
using our normal VPN we used a Neoteris IVE device.  It integrates very well
with Citrix's Nfuse (or "Web Interface for Application Server" now, I think)
web portal.  It also has the neat feature of pushing down a Java-based
session manager when you connect, so you don't need to get the VPN client
pre-installed on client workstations.

I'm not sure what the cost is, so I can't say if it'll fit in your budget or
not, but I know our telecom guys were happier with it for external access
than a traditional VPN because it's really more of a reverse proxy than a
real VPN solution, so it can be more secure.

Might be worth a look.
