Indeed, those are a bit harsh.  I suppose it might depend on where 
you're from.  Different local law enforcement have different services, 
etc.  In Portland Oregon they have a fairly decent computer crime squad 
amongst the local police (from what I understand at least, having never 
worked with them personally).  The FBI, of course, is well known for 
their computer crime task force (mainly due to their "carnivore" 
project).  ;-)
