A little clarification:  Are you in control of the workstations that the visitors are using - or are they supplying 
their own terminals?

If it is the first condition, and you only need to give them a description of policies before they browse, then create 
a static homepage and disable rights to change that homepage.  On that page you can list your guidelines.

If you want to actually control access to sites, SurfControl actually has a pretty good product....

How can I have a pop-up open each time a user opens a web browser to warn of
misuse?  We installed a physically separate wireless network from our
internal network just for visitors to have internet access, and would like a
warning to pop up each time they open a web browser with show our Corporate
speal about misuse and they would have to acknowledge it with the click of a
button before being allowed access.  We were thinking about something like
Microsoft ISA 200 Server, but would prefer something that's easier to
implement and cheaper.  Let me know your thoughts.
