There is a product from Reefedge (http://www.reefedge.com) that will
will encrypt your wireless traffic with ipsec, allow for user auth,
unauthenticated http-redirection etc.

You can try the small business version from free with a down-loadable
ISO.

If you wanted GPL'd software, no-cat-auth does what you want.
