really you need an understanding of what your implementing, there is no one answer here as some services will require 
tcp, some will require udp, some will require both and some will require neither, it all depends on the application, as 
to what protocols an application needs, if it has an rfc that would be a good place to look, if it doesnt, a packet 
sniffer can always help, and if all else fails, if the source is avail. you can check through that.
