It sounds like some other process has the device open. On HP-UX, unlike Linux and (iirc) Solaris, only one process may have an interface open at a time. I double checked this on my ia64 HP-UX 11.23 box, and this is the behavior I observed. Is it possible another libpcap / streams / dlpi process is running?
