Simple... the version of the conf file is used to track features within
said conf.. so there were no new directives / options added from 0.6.0 to
0.6.1 of PP.. thus the conf file didn't need revved.  However if you look
at the svn now (0.7.0) you will see new keywords and args.. thus a revved
conf file..
