the .sig files are separate file signatures to indicate I signed the files 
with my pgp key (to verify their authenticity).

If you're using snort-1.9.1 use configure_in-libnet-STABLE-final.patch.gz 
otherwise use configure_in-libnet-HEAD-final.patch.gz.

The following example is for snort-1.9.1.tar.gz and assumes 
configure_in-libnet-STABLE-final.patch.gz is in the same directory:

tar -zxf snort-1.9.1.tar.gz
cd snort-1.9.1
cp../configure_in-libnet-STABLE-final.patch.gz .
gzip -d
patch -p0 < configure_in-libnet-STABLE-final.patch
# you will now need to re-generate the configure script using the following
aclocal
autoheader
automake
autoconf
./configure --enable-flexresp

If you are using snort-2.0 from CVS (the HEAD branch) you can skip running 
aclocal, autoheader, automake and autoconf by simply running ./autojunk.sh. 
Also, if you're using snort-2.0 from CVS, make sure to use the 
configure_in-libnet-HEAD-final.patch.gz patch.

and a       tar-zxvf configure_in-libnet-HEAD-final.patch.gz      ??? or
something else?

What are the .sig files?
