Governmentsecurity.org SSL cert from snakeoil.dom?

I'm not sure what's with the site, but I do remember a while back trying to access it and the company I work for decided to block it with their SmartFilter. However they don't provide a 'category' other than policy. In general, isn't SnakeOil Apache's default self-signed cert?
I thought this was a good site until I viewed their SSL certificate
prior to
creating an account. The SSL cert is issued to snakeoil.dom. Anyone use that site (governmentsecurity.org) or know anything about it? What's with the cert? Thanks, Jim
