Governmentsecurity.org SSL cert from snakeoil.dom?

Ahhh ok - that's what I was looking for.  It's a default SSL cert.  I was
also curious if people had used this site and seen this before.

I thought this was a good site until I viewed their SSL certificate
prior to
creating an account.  The SSL cert is issued to snakeoil.dom.  Anyone use
that site (governmentsecurity.org) or know anything about it?  What's
with
the cert?
