These messages can be removed easily: we do not print them if all
script rules evaluate to false (no threads). A simple patch is attached
to remove the two "Pre-scanning" and "Post-scanning" messages.

Thanks Djalal.  BTW, I don't think I'm opposed to the messages like
this with -v when there are real scripts running.  My concern was that
scripts were running uneccessarily (e.g. the ones which had their
conditionals in the action rather than the prerule statement), and a
side effect of that problem was the pointless (in those cases)
verbosity.
Ok, I've committed the dns-zone-transfer patch that moves the argument
checks to the rules as r20878, thx.
