Well, my feeling is that if we assume the contents of the comment (a description of the scan or whatever) are important enough to show in the normal Nmap output, they are likely important enough to show by the tools which process XML output. For example, Zenmap and the HTML reports (generated from the xsl) might want to show it. And the XML tools can only do so cleanly if the value is stored as an attribute. I think interactive mode should show the comment too.
