--scan_delay weirdness (Increasing send delay from 3000 to 1000)

I have used --scan_delay 3000 to portscan and the target was dropping: ... Starting nmap 3.70 ( http://www.insecure.org/nmap/ ) at 2004-09-23 14:13 CEST Initiating SYN Stealth Scan against XXXXXX [77 ports] at 14:13 ... Discovered open port 80/tcp on XXXXX Increasing send delay for XXXXXX from 3000 to 1000 due to 11 out of 17 dropped probes since last increase.
