Peter,
Yes I had also tried -P0 (on www.google.com ) which only hangs,
but this is not the problem.

The problem I am seeing ( Host xxx appears to be down [for all xxx])
is only on XP and things work fine on Win2K.

Have you tried following the instructions given ?
Try
  nmap -v -P0 www.google.com

See the nmap man page for an explanation what -P0 does.
