You should start using communities if you want to provide transit to downstream bgp customers. Use the right tool for the right job. Ali, DSL.net, Inc.
I suppose I asked the wrong question - it should have been 'what is the BCP for filtering outbound announcements'. Apparently the consensus is to do it with route-maps, communities, and prefix-lists rather than access-lists. Thank you to William Charnock for privately sending an example showing how to do this.
