Absolutely not. If you go to the UN website and read his final report, you will discover that he said he could not account for everything that Iraq had declared previously (IIRC it was '94, after his son-in-law defected and revealed the truth about his WMD programs, for which he was later killed by Saddam), including a great deal of chemical and biological stocks.

What people say to the press (and what the press reports) is often not precisely the same as what they put into official reports.
