I think there was such a ruling a long time ago, but it certainly isn't the case now. Stupid laws have been passed to make people feel more secure about their communications. People seem to think that laws against snooping on communications make their communications secure. The US government doesn't want people to have secure communications so they need to make people feel safe, otherwise they might demand communication devices using secure end to end encryption. _______________________________________________ Full-Disclosure - We believe in it.
