Several years ago, I had the unmitigated gall to inquire about the security of the US mail system, and how others deal with this. I was told that the US government has decreed the US mail to be just fine for top-secret information, so long a certain guidelines (no external indicator of secrecy, several opaque envelopes, to a known address) were followed.
