Wording for IT Procurements

I think this has been discussed on the list before, but does anyone have any
language that they add to IT procurements (RFP and RFQ)?  I am especially
interested in procurements that are "managed" by third party vendors.   How
is it handled for central IT procurements versus non-central IT
procurements?
