Did you read about the supposed lack of hardware support in the
original manufacturer's documentation for the modem or was it in some
literature provided by your ISP?

It is most likely to be your ISP blocking VPN traffic (I've 2 SIM
cards (different providers) for a 3G dongle I use, one provider allows
VPN one does not).
