USB GSM Adapters

Dear List, some days ago were in India and I needed to connect the customer's computer to the Internet. They using something like USB-dongle for connection to the Internet. For me it was very surprising because it has some restrictions. It was not possible to make VPN-connection from there to my company over this dongle. In the documentation it is explicit written, that it is not possible to do VPN connection over this dongle. I cannot remember the name of this adapters anymore. My question to you is: Do you have similar experiences? Can you please explain me, what can be a reason for "hardware restriction" of VPN-connection? It is more problem of hardware or it is a problem of ISP?
