Yup good ole meesenger popups are still out there.
If messenger service is running you can still get the popups. Just turn
the meesenger service off (not the windwos messenger the messenger
service located in Control Panel->Administrative
tools->Services).
I have Norton Internet Security 2003 and I still got the popups until I
turned messenger off.
