 Serv-U FTP is pretty good.  If you look here,
http://www.serv-u.com/featurestools.asp
You'll see that it supports SSL and certificates so it is pretty secure,
and it's made for Windows.  You need the Serv-U Secure version though.

Can anyone recommend an FTP server for Windows which has been written
with security in mind? I only really know such things about Linux (where
vsftpd is the obvious choice) but I've been asked to recommend a
Windows2000 or WindowsXP product.
