A non-core dev might be able to propose it, in Gerrit can you see the  "Cherry-Pick" button?  If so, click it and then 
in "Cherry Pick to Branch:" start typing "mas" and chose master-2.4 from the autocomplete list.  Leave everything else 
alone and click the "Cherry Pick Change" button.

This is in a bit of a grey area, is it a bug fix, or a new or changed feature?

We have merged things into stable that *I* consider new stuff, but it's basically down to the core developers involved.

As 2.6 is imminent, it's all rather moot.
