Aha a local mishap I did not get the changed configure.ac copied over to my private build as I had it open in the 
editor….

I'm not. Did you re-run ./autogen.sh?  HAVE_SPEEXDSP *is* in an AM_CONDITIONAL...
If that doesn't work, try maintainer-clean?
