GSoC project 2013 "Capture Permissions"

Hello developers

I need your help. To allow normal user to capture the packets, am I
supposed to be OS specific or I need to change some installation mechanism
or edit C file dumpcap.

We can't sacrifice security in order to allow user to capture packets.
Please suggest me something. I really need your help.
