FWIW, my experience with tcpdump-workers has been that you must be subscribed in order for your email to go through. When I tried to send that list messages without being subscribed, I got (IIRC) silent discards.
I subscribed and my messages went through, they appear on list archives like gmane. Generally, there's very little activity on that list. If anyone knows who else I could ask for getting a DLT, please let me know.
