We have seen this as well,

it was a few months ago so this is a bit vague....

it appears to happen in IE version 5.5 and greater. It looks like it is
dependent on the security patches. Uninstalling the patches doesn't help
or uninstalling IE and reinstalling a lower version doesn't help.
