Unless a netmask of 255.255.255.255 will never happen (no host part)  
or a netmask of 0.0.0.0 will never happen (no net part), in which case  
we could use that as meaning "netmask unknown", and have it fail if  
"ip broadcast" is specified with the netmask in question.
