You'd need to build the current top-of-CVS-tree version:

        http://www.tcpdump.org/#current

(it shouldn't require the current top-of-CVS-tree version of libpcap; if 
it does, let us know, as that's a bug - for the past few releases we've 
tried to allow people to upgrade their tcpdump without having to get the 
latest libpcap).
