How can I create a filter to capture all ip packets?

Hello, I am trying to capture all the ip packets coming in on an interface. I looked at some documentation and I found an example to capture all the packets on port 23 by specify the filter char *filter = "port 23". When I tried to compile the filter it worked fine. When I tried specifing the filter char *filter = "proto ip" and I tried to compile the filter it gave me an error. Any suggestions? Jeff - This is the TCPDUMP workers list.
