sorry for the late reply.  I can't address your exact question, as BASE is
really dated, and relies on PHP5.  I can provide the instructions for
Ubuntu from the snort 2.9 Ubunt install guide that i wrote (
https://snort.org/documents ) :

  # Ubuntu 16 only:
sudo add-apt-repository ppa:ondrej/php
sudo apt-get update
sudo apt-get install -y apache2 libapache2-mod-php5.6 php5.6-mysql
php5.6-cli php5.6 php5.6-common php5.6-gd php5.6-cli php-pear php5.6-xml

for ubuntu 14:
sudo apt-get install -y apache2 libapache2-mod-php5 php5 php5-mysql
php5-common php5-gd php5-cli php-pear

really there isn't a great SIEM / web gui for Snort 2.x.  Snort 3 (still in
Beta) has the ability to output to json, which you can ingest into Splunk
using the TA I wrote: https://splunkbase.splunk.com/app/4633/ (instructions
for setting this up are in the Snort 3 install guide for Ubuntu on the
snort website: https://snort.org/documents).
