snort snapshot rules

Hello,

I want to ask why some rules in the snortrules-snapshot-2983.tar.gz  
from snort.org/downloads eg in /rules/browser-chrome.rules or
in /rules/protocol-scada.rules are commented out ?

Why is there a /rules/scada.rules file and /rules/protocol-scada.rules file ?

Also what is the purpose of the /rules/deleted.rules file ?
