I don't see what that has to do with what version of Snort he is running.  It looks like he needs to create a user 
account on the snort.org website before he is allowed to download a rule set?

are you running a supported version of snort?

what version of snort are you running? perhaps you might check here?

if you are not running a supported version of snort, you will need to update your snort to a newer version...
