Wow you were spot on! Here I was troubleshooting java, firewall and a host of other tidbits, who would've thunk, thanks!

This has been happening for years. Was reported back when it started and they were looking into it. Just add the .exe

downloading it, when I copy it down, the .exe gets stripped away and when I go to install ,it's looking for an 
application to open it. I never ran into this problem before, can someone assist in this matter?
