15 minute delay = very annoying

Why is there a 15 minute delay on downloading multiple rule files for
registered users ???

 

I attempted to download the latest 2.9.3.1 tarball, got an error 500 and now
can't get it because of the stupid 15 minute timer!

 

Please don't tell me the stupid timer resets every time I click the link!
If I click it at 14m59s does it reset to 15 again???

 

                -frustrated
