/etc/snort/../etc/snort/rules... hummm... the ".." only moves back up one 
directory... not two... so you are looking for /etc/etc/snort/rules...

the real question is why there are '..' in there anyway... do not use relative 
directories... specifying the full directory prevents such headaches and hair 
loss :)
