There is already specific sigs for torrent usage. Check under the p2p
categories of VRT and other rule provides and also .policy rules too.
Depends what you refer to as "illigal" though. There are few actual illigal
websites aside from the obvious one. If you are looking to detect that I
would be very careful and have to be very careful (i.e in full packet
capture is the image in a pcap format that could be carved off illigal
(probably yeah) etc. If you suspect that your first call would be the local
police station and let their forensic people deal with it from there and
advise you.
