Create rule to check illegal web access

Hi guys,

I need to create a specific rule to detect illegal web usage.
For example, I wan't to raise alert when users are going to websites with
warez, cracks, serials, torrent, etc...

Here is what I do:
alert tcp $HOME_NET any -> any any (msg:"POLICY VIOLATION Illegal website
Usage"; flow:to_server,established; content:"torrent"; nocase;
 http_header; metadata:service http; classtype:policy-violation;
sid:1234567894; rev:5;)

But I need to create one rule per keyword. Not very optimal.

Do you have any other idea? Tips?
