Snort2.9.2.3 PortScan and HTTP_INSPECT don't work

Hi everyone!

I installed Snort2.9.2.3 but PortScan and HTTP_INSPECT don't work. Any one can help me to solve this problem? 
I send attached snort configuration file. Please help me!
